IS THAT A BASIC NEED?
Currently there is a TV marketing campaign advertising 'Safe Link' or similar branding depending on the locale. These are cell phones for welfare recipients implying life is much safer with a cell phone. That may be true but prior to the advent of our cellular culture would also imply that EVERYONE was UNSAFE... now welfare recipients have an implied right of safety therefore we see this as extremely UN NEEDED and an extremely BAD use of funds... so before we start downloading ringtones... How about giving some of our local police forces RAISES! ????

How to Qualify
The process to qualify for Lifeline Service depends on the State you live in. In general, you may qualify if...
You already participate in other State or Federal assistance program such as Federal Public Housing Assistance, Food Stamps and Medicaid.
OR
Your total household income is at or below 135% of the poverty guidelines set by your State and/or the Federal Government.
AND
No one in your household currently receives Lifeline Service through another phone carrier.
You have a valid United States Postal Address. In order for us to ship you your free phone you must live at a residence that can receive mail from the US Post Office. Sorry, but P.O. Boxes cannot be accepted.
In addition to meeting the guidelines above you will also be required to provide proof of your participation in an assistance program, or proof of your income level.
OK, then maybe they should only allow for some exceptions. Do yo think international calling is needed to call for help? That might take a while... no?
Beside the surface factors there is more to this. This has to be analyzed completely.





One group who qualify for the free phones are minimum wage earning single parents who work late shifts. If you believe the cost of providing a cell phone that can be used to summons assistance in event of an attack should be proportionately added to police officer's salaries you should reexamine the program's cost.
